SUMMARY OF POSITION

CowaterSogema is recruiting a Senior Grants Management Officer in support of a new development initiative in Cambodia which aims to improve the sustainability of quality and inclusive services for persons with disabilities and for women affected by gender-based violence (GBV).

Reporting to the Head of Operations and Finance, the Senior Grants Management Officer will undertake a critical role in the core program team, taking responsibility for the efficient management of program grants, including grant-related financial, performance and administrative management and reporting functions.

JOB REQUIREMENTS

Education:

  • Tertiary level qualification in Business, Management, Finance, Accounting Economics, and/or other relevant fields.

Minimum Experience:

  • Minimum 7 years of relevant experience in grant and fund management for donor-funded programs.

Essential Skills:

  • Relevant experience and/or strong knowledge in finance, procurement, compliance, contractual negotiations and project management;
  • Excellent understanding of international development funding requirements, related procurement and program management procedures, and associated grant making procedures;
  • Understanding of the Cambodian operating context at national and sub-national levels;
  • Demonstrated ability to effectively broker, collaborate and build positive working relationships with a variety of stakeholders;
  • Excellent speaking, writing and oral communication skills in English and Khmer;
  • Ability to work under pressure and manage competing priorities within a dynamic environment
  • Ability to work as part of a team and independently; and
  • Knowledge of issues relating to disability and/or gender-based violence, a significant asset.

Key responsibilities include:

  • Support the preparation of the Program Grants Manual;
  • Work closely with the Head of Operations and Finance and Team Leader to develop and manage selection criteria and processes for the Grants component of the Program;
  • In collaboration with Head of Operations and Finance, develop process and tools for partners due diligence.
  • Conduct appropriate due diligence on potential program partners to determine level of risk and identify particular weaknesses which will be addressed in Partner Agreements; and prepare Partner Agreements;
  • Coordinate the Grants Management System, including ensuring that financial and performance data is up to date;
  • Contribute to approval, disbursement and monitoring of grants;
  • Review financial statements and provide feedback on Partners’ grants evaluation results;
  • Review the proposed budget plan for partners’ grants;
  • Arrange for an organizational capacity and fiduciary assessment of partners;
  • Conduct field visits to strengthen financial and grant management capacity of partners;
  • Conduct financial management and fraud control training for partners and program staff;
  • Provide capacity building support to partners to ensure that financial management and progress reporting align with program reporting requirements and are of a high quality;
  • Conduct financial and progress reporting;
  • Provide procedures and policy guidance and interpretation for program staff as well as sub-grantees to ensure adherence to grant management policies;
  • Design clearly written grant solicitations and publications to ensure that targeted groups are aware of grant opportunities and how to apply;
  • Analyze and evaluate grant applications, proposals and awards to ensure adherence to grants management policies;
  • Draft grants agreements;
  • Ensure proper negotiation of the terms and conditions grants;
  • Review and analyze budget estimates to ensure ability, allocability, reasonableness, and consistency;
  • Provide targeted capacity building to sub-grantees in financial administration and compliance as needed;
  • Coordinate with the Communications and Learning Specialist to publicize grants information and contribute to success stories;
  • Collaborate with the Monitoring, Evaluation and Learning Manager to monitor sub-grantee performance and capture results for the project Performance Monitoring Plan (PMP); and
  • Collaborate with the Communication and Learning Specialist to identify new stories, key wins, content, and success stories from project partners.
