Funded by Global Affairs Canada, the aim of the Strengthening Ethics and Integrity Project (SEIP) is to increase accountability, efficiency and transparency of public institutions in delivering gender responsive services to the South African public. Working together with the Department of Public Service and Administration (DPSA), SEIP aims to achieve three main outcomes: (1) strengthen oversight and management of ethics, integrity and disciplinary management matters at all levels of government (2) improve performance of the DPSA to provide strategic advice and technical assistance to government departments regarding ethics, integrity and disciplinary matters in the public administration (3) Improve professional (ethics and integrity) conduct in the public service in all spheres of government. Our efforts to achieve these outcomes, and the methods we use to do so, will be informed by an approach that promotes gender equity.


CowaterSogema is currently recruiting for the position of Backlog Reduction Expert for the Strengthening Ethics and Integrity Project (SEIP).  SEIP is being funded by the Canadian Government’s Global Affairs Canada (GAC) for their South Africa bilateral development program. The project will be responsible for providing a range of services in support of the implementation of GAC’s international assistance programming in South Africa. These services include but are not limited to the provision of technical assistance and support to the Public Administration, Ethics, Integrity and Discipline Management Technical Assistance Unit (PA-EIDM-TAU) being set up by South Africa’s Department of Public Service and Administration (DPSA).

Candidates must be fluent in English. The Backlog Reduction Expert will be based in South Africa for a period of five (5) years, ensuring timely delivery of SEIP goals. This posting is best suited for individuals already based in South Africa.



  • University Degree in Law or a Master’s Degree in law related fields, or fields related to government.

Minimum Experience:

  • Experience managing or implementing reform initiatives in the courts or public service agencies;
  • At least 2 years’ experience designing and/or implementing measures to reduce case backlog in courts or agencies performing quasi-judicial functions;
  • Experience in providing direct on-the-job capacity-building for judges and/or hearing officers;
  • In-depth knowledge of case management processes and procedures;
  • Relevant work experience in South Africa with Courts, Public Service Agencies or Local Government;
  • Knowledge and understanding of South African public institutions and government operations;
  • Ability to work effectively with senior government officials in a discrete and professional manner;
  • Ability to maintain confidentiality and/or discretion concerning sensitive matters
  • Demonstrated experience working with different types of International Development Assistance Stakeholder(s).

Essential Skills:

  • English language proficiency;
  • Advanced verbal and written communication skills (speaking, writing and oral) in English;
  • Excellent stakeholder management and relationship building skills.

The Backlog Reduction Expert will report to the Project Director and will work with the Project Coordinator to ensure that the goals are met in a timely manner. The Backlog Reduction Expert’s responsibilities include:

  • Conduct audit of pending ethics, integrity and disciplinary cases within the public service and within local government disaggregated by gender, age of case, type of case and other criteria established in consultation with DPSA and SEIP Team;
  • Prioritize cases for backlog a reduction initiative in consultation with DPSA;
  • Create a strategy to eliminate case backlog;
  • Implement strategy across all spheres of government;
  • Any other related responsibilities to meet project results.
