SUMMARY OF THE SEIP PROJECT

Funded by Global Affairs Canada, the aim of the Strengthening Ethics and Integrity Project (SEIP) is to increase accountability, efficiency and transparency of public institutions in delivering gender responsive services to the South African public. Working together with the Department of Public Service and Administration (DPSA), SEIP aims to achieve three main outcomes: (1) strengthen oversight and management of ethics, integrity and disciplinary management matters at all levels of government (2) improve performance of the DPSA to provide strategic advice and technical assistance to government departments regarding ethics, integrity and disciplinary matters in the public administration (3) Improve professional (ethics and integrity) conduct in the public service in all spheres of government. Our efforts to achieve these outcomes, and the methods we use to do so, will be informed by an approach that promotes gender equity.

The ultimate outcome of SEIP will be achieved through the provision of technical assistance to assist the Government of South Africa through the DPSA to design and pilot the implementation of the Ethics, Integrity and Discipline Management Technical Assistance Unit (EIDM-TAU) as mandated under the Public Administration Act, Article 15 (1).

SUMMARY OF POSITION

CowaterSogema is currently recruiting for the position of Organisational Development Advisor for the Strengthening Ethics and Integrity Project (SEIP). The Organisational Development Advisor will work with the SEIP team to develop a business case and model for the EIDM-TAU within the parameters of the Public Administration Act and support the piloting of this model across all three spheres of government. Candidates must be fluent in English. This posting is best suited for individuals already based in South Africa. The expected start date for this assignment is in April 2019.

JOB REQUIREMENTS

Education:

  • Undergraduate degree (i.e., bachelor or equivalent) in one or more fields related to organizational learning or development assistance such as public, business or development administration, knowledge management, political science, economics, development studies or closely related, inter- disciplinary fields

Minimum Experience:

  • Minimum of thirty-six months of working experience in providing technical advice on human resources planning and staffing in the public sector
  • Demonstrated experience working with different types of International Development Assistance Stakeholder(s).

Essential Skills:

  • Advanced verbal and written communication skills (speaking, writing and oral) in English;
  • Excellent stakeholder management and relationship building skills;

PRINCIPAL RESPONSIBILITIES

The Organisational Development Advisor will report to the Project Director and will work with the Project Coordinator to design and pilot the PA-EIDM-TAU. The Organisational Development Advisor’s responsibilities include:

  • Conduct organizational assessment and develop organizational strategies for the PA-EIDM-TAU;
  • Provide advice and support for the establishment of the unit;
  • Implement sustainable team building and team management activities;
  • Any other related responsibilities to meet project results
