The Infrastructure Support Mechanism (ISM) programme will seek to enhance policy dialogue and support coordination and cooperation between the AU and the European Union within a continent-wide infrastructure approach, by aligning programming strategies to create the regional infrastructure promoting continental interconnection with an adequate properly identified, selected and prioritized, project pipeline.


The Transaction Advisor will be contracted for 660 days over a 36-month period, starting June 2019, and will assume responsibility for the following tasks/activities:

  • Advise on finance, funding, strategy, procurement and public-private partnerships (PPPs) for large-scale infrastructure projects,
  • Act as driver of priority projects under the AU infrastructure initiatives and flagships to deliver results,
  • Support in Transaction Pipeline Development, Transaction Advisory Services and Capacity Building.
  • Review and prepare analyses of private sector driven, high-impact infrastructure projects
  • Support AU in maintaining close relationships with important private sector and government actors, including project developers, regulatory bodies, commercial banks, investment funds, pension funds, and other donors.
  • Assist in accelerating closing on priority transactions by providing independent advice to the relevant decision makers 

The Transaction Advisor will be based out of the NEPAD Agency headquarters in Johannesburg, South Africa.

Qualifications and skills

  • Fluent in English or French and working knowledge in the other language
  • Master's degree in topic related to the tasks listed above or equivalent relevant professional experience (a minimum of 7 years, in addition to the required "general professional experience", can be considered as "equivalent"
  • Excellent knowledge and practice of public-private partnerships (PPP), concessions and acquisition and project financing structures / contracts related to the infrastructure sector
  • Project Financing knowledge, with understanding of project financial modelling and financing markets, would be highly valued
  • Proven quantitative analytical capabilities; ability to build market-accepted financial models is preferred
  • Excellent critical thinking skills with the ability to solve unstructured problems
  • Excellent communication, writing and organizational skills
  • Good understanding of economic or social infrastructure procurement and delivery

General professional experience

  • Preferably 10 years' experience but a minimum of 5 years required in developing structuring/execution and post-deal maintenance of various infrastructure sector transaction
  • 3 years' experience in infrastructure sector reform issues in the developing world

Specific professional experience

  • Preferably 6 but at least 3 years' experience with large-scale infrastructure projects with proven project management skills
  • Preferably 6 but at least 3 years' experience in structuring infrastructure financing transactions and/or procurements
  • Experience working in Africa particularly in Infrastructure is an advantage
  • Knowledge of PIDA and other continental initiatives is an advantage
