SUMMARY OF PROGRAMME

The Infrastructure Support Mechanism (ISM) programme will seek to enhance policy dialogue and support coordination and cooperation between the AU and the European Union  within a continent-wide infrastructure approach by aligning programming strategies to create the regional infrastructure promoting continental interconnection with an adequate properly identified, selected and prioritized, project pipeline.

JOB REQUIREMENTS

The Team Leader will be contracted for 660 days over a 36-month period, starting June 2019, and will assume responsibility for the following tasks/activities:

  • Effective programme management of all activities carried out within the contract
  • Development of the strategic and monitoring framework, planning and implementation of relevant activities that will contribute to the realisation of the expected results (see here above art. 4.2)
  • Provision of preparatory and ancillary tasks relating to the planning, monitoring, and reporting of programme implementation as well as communication and visibility and other general administrative and auxiliary tasks related to the contract

The Team Leader will be based out of AUC headquarters in Addis Ababa, Ethiopia.

Qualifications and skills

  • Fluent in English or French and working knowledge in the other language
  • Master's degree in engineering, infrastructure management, infrastructure economics, business or public works administration, international relations or a relevant, directly related discipline; or equivalent relevant professional experience (a minimum of 10 years, in addition to the required "general professional experience", can be considered as "equivalent")
  • Experience leading development projects on behalf of the European Union and knowledge of European Commission procedures for external Aid
  • Experience in stakeholders’ coordination
  • Excellent report writing and communication skills
  • Experience in programme planning and budgeting
  • Knowledge of project management tools, in particular Project Cycle Management/PCM and logical framework approach
  • Knowledge of the African Union’s institutional setting and understanding of the Programme for Infrastructure Development in Africa/PIDA would be considered an asset
  • Knowledge of European Commission policy and development orientations in the concerned sectors/areas as well as good understanding of the Joint Africa-EU Strategy/JAES would be considered an asset
  • Experience in rural development would be considered as an asset

General professional experience

  • Preferably 15 years of project management experience but a minimum of 7 years required
  • 5 years of experience in setting up policies and strategies at regional or continental levels

Specific professional experience

  • Preferably 6 but at least 3 years of professional experience in planning, coordination and implementation of multi-sector, multi-stakeholder donors regional and/or continental programmes in Africa, in the infrastructure sector (transport, ICT, energy and water)
  • Preferably 6 but at least 3 years in programme management as team leader in long-term TA donor projects, preferably with the EU
