Communications Expert to Develop and Implement Communication Strategy and Plan for KP Commission on Status of Women (KPCSW)

 

SUMMARY ABOUT THE PROJECT

The Women’s Empowerment and Political Participation in Khyber Pakhtunkhwa (WEPP-KP) project is a Global Affairs Canada (GAC) funded project that aims to increase the political participation and enjoyment of rights by women, particularly young and marginalised women and those at-risk, in Khyber Pakhtunkhwa, Pakistan. In support of this project, CowaterSogema is seeking to procure the services of a suitably qualified firm to undertake a baseline assessment for the project.

SUMMARY OF ASSIGNMENT

The purpose of this consultancy is to develop and implement a Communications Strategy and Plan for the Khyber Pakhtunkhwa Commission on Status of Women (KPCSW). Included in this is the development of a Public Relations toolkit for communications and engagement with international and national stakeholders, such as National Commission on Status of Women, the Punjab Commission on the Status of Women (CSW) and the Sindh CSW. 

The consultant or firm will achieve the following objectives:

  • To review existing communication strategy and resources at KPCSW.
  • To organize and facilitate expert consultation with KPCSW to understand the organisation’s communication needs and priorities.
  • To develop an institutional level communication strategy and plan, including communication tools and schedule of communications activities.
  • To provide training and institutional strengthening of KPCSW on use of Communication Strategy and Plan and associated tools.

METHODOLOGY

A communications expert consultant or firm will be hired for the assignment. The consultant should review any existing communication strategies and plans at KPCSW using a process of consultation and feedback with KPCSW. It is expected that the consultant will design the Communications Strategy and Plan in close collaboration with WEPP project team and KPCSW.

The first part of the Communications Strategy, the consultant will provide a conceptual understanding of Communication/Public Relations Management, its unique advantages in leveraging and shaping public opinion, and how government can use communications tools to effectively communicate with and engage the public. A list of stakeholders, including end beneficiaries such as those affected by women’s rights violations, duty-bearers and responsibility-holders, who will be the target audiences for KPCSW communications will be included in the Strategy to ensure that all communications are designed to meet the informational needs or influence these groups.

The second part of the Strategy will describe the ongoing communications support and technical assistance required for effective implementation of the Strategy. The characteristics and role of a Communications/Public Relations (PR) practitioner who may provide such support will also be detailed.

The Public Relations toolkit will be developed as a separate product and will provide a detailed list of the various public relations tools that should be used for the purposes of Women’s Empowerment and Political Participation in Khyber Pakhtunkhwa.

Following the development of the Strategy, Plan and tools, the Communications/PR practitioner will be able to design, launch, monitor and evaluate a public relations campaign which will, firstly, generate awareness about women’s empowerment and political participation and persuade audiences about the importance of the women’s empowerment. Secondly, the target audiences will be engaged via educational materials and two-way communication to facilitate inn order to understand their existing knowledge and perceptions on the issue, allowing the consultant to better tailor the communications materials.

All work undertaken through this assignment will be conducted in a collaborative and open manner, working with the KPCSW to ensure ownership and empowerment through the process.

DELIVERABLES

  1. An inception report including a work plan, detailed methodology and timeline, and Communications Strategy and Plan formats, to be submitted within 4 days from the commencement of the assignment.
  2. A draft Communications Strategy, Communications Plan and Public Relations toolkit to be submitted within 10 days of conducting the consultation sessions with KPCSW on needs and priorities.
  3. A final report detailing the process and consultations, including the final Communication Strategy, Communication Plan and Public Relation toolkit, to be submitted within 5 days of completing the validation workshop.  

REPORTING

The consultant or firm will report to the Team Leader of the WEPP project in electronic version by using conventional formats (e.g. word, pdf, jpg, etc.). The final versions of all documents should be submitted in electronic form, in both word and pdf formats to allow for ease of printing.

PLACE OF ASSIGNMENT

Place of assignment will be Peshawar, Khyber Pakhtunkhwa.

Expertise

Consultant/firm should demonstrate:

  • Expertise in communications for the development and government sectors.
  • Ability to build institutional capacity in communications and public relations.
  • Knowledge of issues related to gender equality and women’s empowerment.

Relevant Experience

  • Minimum of seven (7) years of experience delivering communications and strategic development support to organisations and/or projects.
  • Completion of at least three (3) successful contracts / assignments involving communications strategies and/or plans, development of public relations toolkits, training design and delivery, and capacity development during the last five (5) years.
  • Experience working with government departments on the subject would be advantage.
  • Experience in development communications materials or campaigns on the subject of gender equality and women’s empowerment in Pakistan is a distinct advantage for this assignment.

Blacklisting

No firm or individual who is currently blacklisted by the Government of Pakistan and/or debarred by any donor agency or multi-lateral organisation will be considered. Blacklisting or debarment will result in automatic disqualification from the procurement process.

CONFIDENTIALITY

The applicant requires the explicit approval of CowaterSogema to share to a third party any information or data as well as material or result, which came into the knowledge of the applicant related to this contract. This agreement is applied after it exceeds the duration of this contract.

SCHEDULE OF PAYMENT

20% payment will be made upon submission and approval of the inception report.

30% payment will be made upon submission and approval of the first draft of the Communications Strategy, Plan and Public Relations toolkit.

50% payment will be made following approval of the final drafts or all deliverables.

Taxes will be applied according to Government of Pakistan rules.
